We need a reliable ways to reproduce this particular issue.
Currently we've tried the following without succession:
One opens loot window and rolls appear, second shift loots. Worked fine.

I notice that the shift-looting issue happens at the same time as an issue which causes all raid marks to disapear on hostile NPC's. I also notice both of these happen more often when I try to mark NPC's in a group we have not pulled yet. It seems combat has some part in this, but I'm not exactly sure what.
I doubt this information is very useful on its own, but maybe it'll help people come up with something.

It could be useful. Oftentimes marks disappearing has something to do with a mob dying and people getting out of combat to my knowledge.

We've had issues where no one has been in combat, after the rend fight before we pulled any of the next packs for example.
The server is prematurely arriving at a state it should only be in once the loot timer has expired. Sometimes this happens before the timer even appears in the first place.
If anyone can suggest an easy area that drops plenty of greens it would be useful for trying to reliably reproduce the bug.

When "Group Loot" is selected as the looting option, closing a loot window can cause the server to believe that everyone who hasn't yet selected Need or Greed has passed on the item.

Zg has lots of drops, but req more ppl to test. Yes the name has stuck, but I and others have seen this happen where no one is even near a corpse to to even shift loot, so in actuality the loot window closing as a trigger makes a lot more sense.

I noticed some more "shift-looting" bugs with people in 5 men who are crying about full bags too.
